Once upon a time, I belonged to a left-wing egalitarian Conservative synagogue, where I was one of a number of women who wore a tallit—and one of the few members who used an Orthodox prayer book (adding the Mothers, of course). Having moved since then, I now belong to a right-wing traditional Conservative synagogue, where I’m almost always the only woman wearing a tallit—and one of the few members who adds the Mothers. I seem destined to be forever . . . on the fringe.

I think that tachanun on Monday/Thursday has something to do with those days being either days of judgement or auspicious days of divine favor or something.
I can't recall the source, but I believe it is mentioned in the notes to tachanun in the ArtScroll siddur.
Torah reading is on those days because those were market days.

In my experience, everyone speeds through the M/Thurs Tachanun so quickly that no one could possibly get through it all - so as a practical matter no real difference.
