What were they thinking?

Whose bright idea was it to have us pray the long version of Tachanun on the same weekdays that we have a Torah reading? Nu, didn't these people ever have to get to work on time?

I think that tachanun on Monday/Thursday has something to do with those days being either days of judgement or auspicious days of divine favor or something.
I can't recall the source, but I believe it is mentioned in the notes to tachanun in the ArtScroll siddur.
Torah reading is on those days because those were market days.

In my experience, everyone speeds through the M/Thurs Tachanun so quickly that no one could possibly get through it all - so as a practical matter no real difference.
